CTS has developed Decisions with Integrity, a leading edge tender evaluation software package which incorporates a matrix analysis technique using a computer decision making process underpinned by a thorough and defensible risk analysis.

Decisions with Integrity is an excellent tool to employ where a decision rests on assessing a number of criteria, not simply dollars, and often where subjective criteria require objective assessment to determine best value for money.

CTS is proud of this software which has a successful track record being employed to evaluate strategic outsourcing projects for the Victorian WorkCover Authority, RAAF and Telstra and procurement projects for the City of Maribyrnong, ETSA and Flinders Power Pty Ltd.

Decisions with Integrity is a decision making system which has three elements, namely;

 
1. it has a formal, structured process in which subject matter experts determine decision criteria and indicators of success, define suitable forms of evidence, gather it and then form their opinions ie. the evaluation criteria are established, criteria are allocated weightings (level of importance), and tenders are assessed and rated (scored);
   
2. it uses a computer system for recording and enumerating the experts’ judgements and opinions; and
   
3. it scores the opinions using a complex, mathematical process developed in the USA which is designed for assessing complex, subjective alternatives.
 
The Decisions with Integrity process has several keys to its successful application in difficult situations:
 
  • it provides an objective framework in otherwise purely subjective decisions;
  • it allows experts to develop and express opinions in common sense terms - the computer system calculates the strength of these expressions;
  • it allows for a decision panel having a number of members;
  • it is extremely difficult to manipulate due to the complexity of the calculation process and the replacement of a single vote with a process of rating a range of criteria against established indicators and evidence;
  • it detects abnormalities in opinions eg. if one member of the panel has consistently different opinions or a bias towards one alternative;
  • it is a relatively open system eg. the criteria to be used and the evidence sought are known to all parties at an early stage of the process; and
  • it is a demonstration of probity in the decision process.
